The Municipality of Qeqertalik is seeking two financial controllers for its finance department

The Municipality of Qeqertalik is seeking two financial controllers to help establish and develop financial management in our new administrative units.

We are looking for employees who have both a solid understanding of finance and the ability to engage budget managers. Our goal is to develop a financial management system in which individual managers not only have an overview of their budgets but also find it interesting and rewarding to take an active role in managing their finances.

This requires controllers who can build trust, explain financial matters in an understandable way, and serve as effective sounding boards for both administrative managers and budget officers.

About the Positions

You will be employed in the central finance department of the Municipality of Qeqertalik, where you will join the other controller and our two existing accounting staff members to form a unified finance team reporting directly to the chief accountant.

The auditors will be assigned to the individual departments based on the experience you bring to the position.

Your primary responsibility will be to establish and develop financial management systems in the administration’s various departments and institutions through close collaboration with the chief administrative officer and those responsible for the budget.

You will assist the budget managers in conducting a monthly review of their departments’ finances, including analyzing budget variances, preparing forecasts, and assessing the expected annual results.

The departments’ financial reports are compiled into subreports for the administration’s various areas, which subsequently form the basis for the administration’s overall monthly financial report.

The Director of Administration is responsible for the overall report, while you, as a controller, will assist in preparing and quality-assuring it in close collaboration with the Director of Administration and the administration’s budget managers.

The departments’ financial reports are submitted to the Finance Department, which uses the reports and the departments’ own comments to prepare the municipality’s comprehensive financial report. The departments’ reports are attached as appendices to the consolidated report and are also forwarded to the Administrative Committee.

Your Main Job Responsibilities

·Assist budget managers in conducting monthly financial follow-ups in their departments and institutions.

·Train and mentor budget managers in budget analysis, financial monitoring, forecasting, and the use of financial management tools.

·Help foster a sense of commitment and ownership among those responsible for the budget, so that financial management becomes a natural and meaningful part of their day-to-day management responsibilities.

·Assist in the preparation of interim reports and the administration’s comprehensive financial report, including independently preparing financial analyses, forecasts, and assessments.

·Serve as an active financial advisor to the chief administrative officer and contribute to understanding financial trends, as well as identifying risks and the need for corrective actions.

·Support the administration’s budget planning and the development of ongoing financial management.

·In collaboration with other staff members in the Finance Department, ensure high-quality bookkeeping—including correct journal entries, accruals, and reconciliations—so that financial reports are based on valid and accurate accounting data.

Who are you?

Above all, we are looking for employees with practical experience in municipal financial management, preferably with a proven track record from previous positions.

It will be a significant advantage if you have previously held a financial management position in a municipal administration and have experience independently preparing financial reports, budget follow-ups, forecasts, and financial analyses.

We place particular emphasis on your experience in training and engaging budget managers in financial management and your ability to explain financial concepts in a simple and understandable way.

You must be able to interact with people on an equal footing, build trusting working relationships, and motivate managers and employees to take an active role in managing the finances of their departments.

You have strong Excel skills and, preferably, experience with Power BI or similar reporting tools.

We are also interested in candidates who have not yet held a similar position with independent financial responsibility but who have demonstrated that they possess the professional and interpersonal skills needed to grow in the role.

Practical experience, proven results, and strong references carry more weight than formal education.

Salary and Employment Terms

These are full-time positions to be filled as soon as possible or by mutual agreement.

Salary and employment terms are determined in accordance with the applicable collective bargaining agreement and based on an individual assessment of your qualifications, practical experience, documented achievements, and references.

The final salary level will be determined based on the responsibilities of the position, as well as your qualifications, experience, and salary expectations.

Criminal Record:

This position is subject to the law requiring a criminal background check. Under this law, employment cannot begin until the municipality has received a criminal background check. We must therefore point out that the start date cannot be agreed upon until the municipality has received the criminal record check from the police.

Housing:

Staff housing may be provided for this position; a security deposit, rent, utilities, etc., will be paid in accordance with the rules in effect at any given time regarding rent payments for properties owned by the Government of Greenland and the municipality, etc., in Greenland. If permanent employee housing cannot be made available immediately upon starting employment, employees entitled to vacant housing will be offered temporary vacant housing, for which A-tax on free benefits will be paid in accordance with applicable law. 

OR The start date depends on when staff housing becomes available. Travel expenses for the move and moving expenses for household goods are provided in accordance with applicable rules.

An employee residence must be vacated upon termination of employment.
