The Department of Housing, Infrastructure, Outlying Districts, and Emergency Preparedness is seeking a division chief for the Housing and Real Estate Division within the Construction Department.

The Department of Housing, Infrastructure, Outlying Districts, and Emergency Preparedness is seeking a highly qualified and dedicated office manager for the Housing and Real Estate Division.
The Housing and Real Estate Division is responsible for a broad range of tasks related to housing policy, housing finance, and legislation. The division is also responsible for managing the Self-Government’s rental housing and for fulfilling the Self-Government’s role as owner of real estate and other tangible assets, including purchases and sales. In addition, the division handles inquiries from citizens and provides political and administrative support.
The Housing and Real Estate Division is organizationally part of the Construction Department. Among other things, the department serves as the central building authority and fulfills the Self-Government’s role as the central project owner for new construction, as well as handling tasks related to housing and real estate, outlying districts, insurance, and external grant funding. The department is also responsible for the ministry’s financial tasks and the administration of capital appropriations across the Self-Government’s areas of responsibility.
About the Position
As head of the office, you will be responsible for the professional and personnel management of the Housing and Real Estate Division.
The Housing and Real Estate Division consists of a lawyer, two administrative officers, a financial case worker, and an office clerk. The staff members have diverse professional backgrounds and areas of responsibility and work with, among other things, housing finance, real estate, legislation, the rental housing sector, the purchase and sale of assets, citizen inquiries, and political-administrative services.
You will be responsible for setting the direction for the department, prioritizing and coordinating tasks, and ensuring high quality and progress in task completion. At the same time, you will support employees’ professional development and create a positive environment that fosters independent work, accountability, and collaboration.
The position combines personnel management and professional leadership with legislative work, regulatory responsibilities, financial and administrative issues, and close political-administrative support.
You will report to the head of the Construction Department and will work closely with the ministry’s leadership and the Naalakkersuisoq, as well as with other ministries, municipalities, companies, financial institutions, and other partners.
Your Responsibilities
Your responsibilities will include, among other things:
- Personnel management and professional supervision of employees in the housing and real estate sector
- prioritization, coordination, and quality assurance of the department’s overall portfolio of tasks
- advice and professional consultation with employees on specific and policy-related matters
- Development, administration, and monitoring of legislation in this area
- Strategic development and monitoring of the administration of the Self-Government’s rental housing
- overall responsibility for the administration and development of the Self-Government’s housing finance programs
- managing the Self-Government’s role as owner of real estate and other tangible assets, including purchases, sales, and transfers
- administration of the rules governing the acquisition of title or rights of use to real property and land
- handling and quality assurance of fundamental and general issues within the area’s scope of responsibility
- preparation and quality assurance of proposals for Naalakkersuisut, responses under Section 37, consultation responses, memos, and other policy materials
- Advisory and political-administrative support for the Naalakkersuisoq and the department’s leadership
- contributions to the budget, budget monitoring, and financial priorities within the area
- coordination and collaboration with other government agencies, municipalities, companies, and other partners
- development of work processes, quality assurance, and consistent administrative practices
About You
We expect you to have a relevant college degree in, for example, law, public administration, social sciences, economics, or another relevant field. Your specific educational background is less important than your leadership qualities, professional judgment, and ability to handle complex issues in a politically led organization.

Experience from a politically led organization or public administration would be an advantage, but is not a requirement.
Knowledge of the housing sector, legislative work, policy support, housing finance, or economics would be an advantage.
Knowledge of Greenlandic social conditions is highly valued.
It would be an advantage if you can communicate in both Greenlandic and Danish.

Salary and Employment Terms
The position is currently classified at pay grade 36. As of April 1, 2026, the salary—including fixed components and the employee’s pension contribution under LR 36—amounts to 57,531 DKK per month and 690,372 DKK per year.
Salary and terms of employment, including the right to travel upon taking up and leaving a position and to relocation of household goods, in accordance with the agreement/collective bargaining agreement in effect at the time of employment between the Greenland Self-Government and the relevant bargaining organization. An applicant with the appropriate, verifiable qualifications may be hired as a special consultant, chief consultant, or senior advisor in accordance with the applicable collective bargaining agreement.
Start date: November 1, 2026, or as agreed.
Housing
: No staff housing is provided for this position. If an applicant already has staff housing through employment with the Self-Government, the right to assigned staff housing is retained. Staff housing is tied to the employment relationship and must be vacated upon termination of employment.
