Inua Fisheries Greenland ApS has retained legal counsel in connection with an objection to Naalakkersuisut’s quota allocation and believes that Tender 1 for halibut, cod, and halibut in Greenland should be reopened.
Inua Fisheries argues that the quotas can, of course, be allocated to others. However, the requirement is that the allocation be made in accordance with the rules that were published before the applications were submitted. Inua Fisheries Greenland believes this is not the case:
- The "overall assessment" in the allocation of quotas, as stated in the denial letter, does not appear to be reflected in the evaluation criteria specified in the tender documents, including the number and distribution of owners.
- There is a lack of transparency regarding how the published points-based evaluation led to the final decision, despite a clear statement in the cancellation of the 2025 tender regarding the need for a new tender in 2026 to ensure “transparency, equal treatment, and a sound basis for decision-making.”
- In the decision, “special emphasis” was placed on the fact that the selected company’s development plan will strengthen the fishing industry and economic development in a region where there is deemed to be a great need.
- Therefore, it appears that the announcement regarding a factory in Narsaq and the subsequent open letter to Naalakkersuisut from the mayor of Kujalleq Municipality influenced the decision made by Naalakkersuisut.
When the allocation is made outside the scope of the tender documents, it also raises the question of what impact this will have on the quota allocation if it later turns out that no plant associated with these quotas will be established in Narsaq.
For this reason, Inua Fisheries Greenland ApS has retained a law firm, which has filed an objection with Naalakkersuisut against the allocation of quotas in Tender 1 for June 2026.
“There are significant economic interests at stake regarding the exploitation of Greenland’s shared fishery resources, including a quota share valid for 10 years. Therefore, it is crucial that businesses and the public can trust that such values are allocated according to transparent and predetermined criteria,” says Jens Peter Larsen, Chairman of the Board of Inua Fisheries Greenland ApS.
