Would you like to help strengthen emergency preparedness in North Greenland?

Avannaata Municipality is seeking a dedicated and experienced coordinator to establish and coordinate a volunteer emergency response team in the municipality.

Ilulissat is poised for significant development with the opening of the new international airport. At the same time, the municipality is experiencing increased activity in tourism, boating, outdoor recreation, and business. This places greater demands on overall emergency preparedness.

The municipality’s emergency response capabilities are already being upgraded, but in the event of major incidents—such as accidents at sea, in the mountains, or in the open countryside—additional capacity will be needed. The purpose of this position is therefore to build a strong network of volunteers who can support the professional emergency response agencies when the need arises.

The position is a project manager role with responsibility for planning, coordinating, and developing the volunteer emergency response system in close collaboration with the municipality’s emergency response team, relevant authorities, and local stakeholders.

Your job responsibilities.

Among other things, you will be responsible for:

  • Assess the municipality's need for volunteer emergency response resources
  • Establish and develop a volunteer emergency response system throughout the municipality
  • Build partnerships with local associations, businesses, and organizations
  • Mobilize volunteers through informational meetings, workshops, and networking activities
  • Establish partnerships with tour operators, boat captains, hunting and fishing clubs, snowmobile clubs, and other relevant stakeholders
  • Compile contact lists and emergency response registries of volunteer resources
  • Help describe the roles, responsibilities, and activation procedures for volunteers
  • Develop emergency response plans in collaboration with the municipal emergency response team
  • Plan and coordinate drills and training activities for volunteers
  • Identify the volunteers' needs for equipment and skills development
  • Contribute to the ongoing evaluation and further development of the volunteer emergency response system

One example could be the establishment of a volunteer maritime emergency response team, in which local tourism operators and other boat owners voluntarily participate in an emergency response plan. The coordinator, in collaboration with the response team, must describe how volunteers can assist during major incidents, what equipment should be on board, and how activation and communication should take place.

We expect you to

  • Has experience with project management or coordinating large-scale projects
  • Has experience in emergency response, rescue services, law enforcement, the military, public health emergency response, or similar fields
  • Has experience in developing emergency response plans and procedures
  • Has strong collaboration skills and can foster engagement among a wide range of stakeholders
  • Works in a structured and independent manner
  • Has strong communication skills, both verbal and written
  • Can build trusting relationships and motivate volunteers
  • Understands the collaboration between public authorities, businesses, and civil society
  • Has a driver's license (preferred)

Knowledge of conditions in Greenland and experience working in small local communities would be an asset.
